[ARCHIVED] Request for Proposal- Whole Body Scanner for Riley County Jail

The Riley County Police Department (RCPD) is requesting bids for purchase of a whole-body scanning detection system to be utilized in the Riley County Jail.

The Riley County Police Department (RCPD) is a consolidated law enforcement agency located in Manhattan, Kansas and is nationally accredited by the Commission on Accreditation for Law Enforcement Agencies (CALEA). RCPD serves approximately 72,000 residents in Riley County and is authorized 113 police officers, 47 corrections officers, 24 dispatchers, and 40 professional staff.

RCPD is soliciting for a whole-body scanning detection System to fit in a space approximately 9 ½ feet by 6 ½ feet. The system should be capable of detecting contraband which may include, but not be limited to: weapons (metallic or nonmetallic), drugs, cellular phones, sim cards, food/drinks, explosives, and other items commonly associated as contraband in correctional facilities. If the submitting vendor has holistic contraband detection solutions such as package/property/mail screening, and WiFi/cellular band detection, RCPD asks that the vendor submit an additional and separate proposal that outlines the costs for the “bundled” solutions. 

The whole-body scanner and/or holistic solutions should be capable of being operational no later than July 31, 2025. RCPD will select a vendor based on a variety of factors that include, but are not limited to: product value/cost, payment options, quality/reliability of the technology, on-going technical support, delivery, installation, and warranty.

RCPD is requesting bids for purchase of a whole-body scanner. A whole-body scanning system is the primary solicitation; however, RCPD is also interested in entertaining “bundled” holistic contraband detection solutions. This may also include property inspection screening for items such as backpacks, boxes, mail, cellular bands, and WiFi detection.

The submission deadline is by April 14, 2025, 5pm CST

Sealed bids will be opened on April 15, 2025, 8:30am CST

RCPD anticipates selecting a vendor no later than April 25, 2025, and notifications to all vendors will be made by April 28, 2025. 

RCPD reserves the right to reject any or all bids based on cost, qualifications, or other reasonable basis.
