The suspect is described as being a white male, approximately 5’7”, and having a slender build. The suspect was wearing a black or dark blue hooded sweatshirt with the words “FIT HAPPENS” written on the front of the sweatshirt in white lettering. Additionally, the suspect was wearing torn blue jeans, black and white sneakers, reflective sunglasses, and a black face wrap/mask. The suspect was also armed with a black in color semi-auto handgun. The attached photographs were obtained from video footage within the business.

On November 20, 2013 at approximately 2:40AM a male entered the Dara’s Convenience Store located at 1816 Claflin Road Manhattan, Kansas armed with a weapon. The suspect demanded that the store clerk hand over money from the cash register. After obtaining the money the suspect also demanded that the clerk hand over his vehicle keys. After being provided the vehicle keys the suspect exited the business and entered the clerk’s vehicle.

The Riley County Police Department recently took part in an international convention for law enforcement hosted by the International Association of Chiefs of Police (IACP). This conference held from October 19th to the 23rd was located in Philadelphia, Pennsylvania and had attendance from around the globe. This conference offered workshops, class sessions, panels and other learning opportunities for the department’s representatives.

MANHATTAN, KAN. – On October 18, 2013 the Riley County Police Department was contacted by the Utah Highway Patrol in reference to a single vehicle fatality accident involving a maroon in color Pontiac Montana van. The fatality accident reportedly occurred on Interstate Highway 70 approximately forty-seven miles west of Green River, Utah. Utah Highway Patrol was able to positively identify the deceased driver and sole occupant of the Pontiac Montana van as missing Manhattan resident David Welch.

MANHATTAN, KAN. – On October 18, 2013 at approximately 3:13am officers responded to the 700 block of Northfield Road for a report of a major damage injury accident. Upon arrival officers located 19 year old Brett Mock of 2704 Maise Circle Manhattan, Kansas injured as a result of the accident. Mock was transported to Mercy Regional Hospital. At 4:09am Mock was pronounced deceased.

On October 1, 2013, regarding the investigation into a missing person, David Welch, the Riley County Police Department conducted a search of areas both in and outside of their jurisdiction. Twenty (20) law enforcement personnel, including several members of the Kansas Department of Wildlife and Parks spent yesterday conducting searches of areas that would be accessible to Welch. These searches did not turn up any evidence that would suggest the location of this missing person.

In October of 2010, the Riley County Police Department terminated the employment of police officer Ernest Hamilton for cause. Hamilton appealed his termination to the Riley County Law Enforcement Agency’s Law Board, which found that the termination was based upon substantial evidence and denied Hamilton’s appeal. Hamilton subsequently appealed to the District Court of Riley County, and the Court’s decision was entered on September 13, 2013.

Over the weekend the Riley County Police Department participated in a joint effort to continue to maintain accurate information of registered sex offenders in the Manhattan and Riley County area.

On Sunday, September 8, 2013 at approximately 2:30 PM, Officers with the Riley County Police Department were dispatched to the residence of John Burroughs, 68, located at 2500 Farm Bureau Road Lot #277; to conduct a welfare check. At the residence, officers discovered the deceased body of John Burroughs. Due to evidence at the scene this death has been ruled a homicide. The investigation of this incident is ongoing.
